COMISSIONING PLAN AND HANDOVER
Although it is needed at the end of the project, its development should start right at the beginning, because there will be a lot of other urgent activities later and you will not have time to make a quality Commissioning plan. The Commissioning plan is actually a chart table (checklist) in which the columns list all the tests to be performed, standards or regulations according to which they are performed, whether they are required by local regulations or performed at the request of Employer and estimated time of tests.
It is often not well described even in contracts. Use your free time in the beginning of the project to specify the handover process in detail. The issues to be defined are, in few words:
- construction and building works are to be inspected by zones of the facility (zones should be defined),
- installation systems are to be handed over completed, after the completion of commissioning process,
- who are the members of the handover commission, who are the representatives of Employer,
- which documentation the contractor is obliged to submit.
